When your boyfriend falls into the annoying habit of never returning your calls it can eat away at the foundation of the relationship.

The first is that they simply get lazy about it.

The other reason is that he knows that if he doesn't call, you will so he has no motivation to do it.

If you have taken on the task of calling your boyfriend because he hasn't called you back, you are actually setting an example for him that can be challenging to overcome.
If he tests you by not calling and you call, he knows that you'll do all the work when it comes to contact.
If you take another approach and don't pick up the phone to call him, it will radically change his behavior.
If you don't make a move to call him, even if it's hours after he said he'd call and didn't, it will force him to make contact.

He's not calling because you are.
