There are no written or formal rules as to what you could retweet.
However, it is a good idea to share things that are relevant for your niche.
Retweeting shows appreciation for what was written, and you will get a better chance at penetrating new audiences when the favor is returned.
Information you retweet is information you can vouch for.
It could also be a tweet you wish you had written, and by retweeting you are giving credit to the person writing the tweet.
Some have committed the unpardonable sin of rewriting tweets in their own words and then linking to the same information as they have just read - and that is cheating.
There is no official law against it, but it's poor etiquette to do that.
Pay credit to whom credit is due is a good principle worth remembering.
Retweeting can be done in two ways:
  • you either retweet the full tweet as is, or
  • you retweet the tweet with an added comment.
Added comments could be: "well done" or "exactly", but don't overdo comments.
Let retweets stand for themselves and make a follow-up reply if something more complete needs to be added to the conversation.
That allows your followers to follow your communication directly from your timeline, and shows involvement with both the original tweeter, but also your followers since you serve everything for them right away.
Showing respect in what you retweet is a question of balance.
You shouldn't retweet everything others say.
Leave retweets for things really worth paying attention to.
Otherwise your timeline could end up appearing spammy, and that will cause many to unfollow you.
Retweeting positive things will have a positive effect on your followers and will give your timeline a positive appearance instead of nagging about politics or something everyone agrees is bad at the time.
Remember that your timeline will last much longer than current events, and having negative tweets and retweets will cause you to appear negative to new people visiting your profile.
When you remember these rules, you will stand a greater chance of appearing as someone worth following, and your retweets will also be something others will want to retweet.
Don't expect people to thank you for your retweet if you weren't doing them a favor in the first place.
Appearing on a spammy Twitter profile is probably something many will try to overlook.
Following this principle will cause your audience to grow, and you should be mindful of this and stay positive always.
