Several programs sponsor grants to cover the costs of consultation services that are needed for activities such as planning, designing and research and development projects. Funds also cover consulting services needed for marketing and ad campaign projects. These consulting grants are not required to be repaid by the recipients. - The Department of Transportation sponsors the Payments for Small Community Air Service Development program, which provides grants to help airports in small communities improve their services. Grants pay for marketing, advertising and promotional activities as well as consultation and public relations services. Financial incentives such as providing revenue guarantees or subsidies to cover the operating costs of prospective airlines or ground transportation services are also funded by these grants. Eligible applicants include all communities with airports within the United States.

The finding from research activities helps government agencies, public companies and other organizations prepare for drought and flood forecasts. noaa.gov - The Flood Mitigation Assistance Grants Program is funded by the Department of Homeland Security, which provides grants to reduce or eliminate flood damage to properties insured by the National Flood Insurance Program (NFIP). Grants from this program are used to elevate flood prone structures, purchase and relocate at-risk structures. Funds also cover planning, surveying, technical assistance and consulting services. State, local and tribal government agencies are eligible to apply for these grants.
