These things are awesome.
It's kind of a giant list of tweets.
That relate to the hash-tag.
For example if you have a tweet that's related to sports.
If you include #sports your tweet will appear on that hash-tag list.
This is a great way of getting targeted exposure.
As the people who view the hash tag lists will be interested in the topic.
Of course there are hash-tags which you can post tweets on to get people to follow you on Twitter.

You can of course start following the users who have posted on the above mentioned has-tags.
Most of these users will have auto follow enabled.
A good way to work out whether someone will follow you back is to just check their follow to follower ratio.
The bigger the difference between followers to follow, the lesser the chance that this person will follow back.
Popular trends.
A great way to get some followers is to post in trending hash-tags.
But make sure you have something relevant to add.
Follow people who already have massive followings in your field of interest.
Some of the biggest celebrity's autofollow.
As a bonus some people who have just started to follow said celebrity.
Might follow you also, as you have a common interest.
Twitter has imposed certain limits to the amounts of people you can follow and un follow.
So don't overdo the following/un-following of people.
Always check out Twitter if unsure whether doing something will get your account banned.
Remember regular interesting tweets and posting tweets in popular hash tags.
Especially hash tags relevant to your niche will help explode your Twitter following.
