    • 1). Place candy or other small treats like toys, games, or miniature action figures into the bag. Using old newspaper, scrunch each sheet up like a ball and place it in the bag. Fill it up until the paper bag is nice and full, leaving an inch open on top in order to close the bag later. Using a handheld hole puncher, punch five or six holes at the top of the bag.

    • 2). Decorate the bag using colorful tissue paper. Trim each sheet of tissue paper so that it is between 3 and 6 inches wide. To add some decorative flair, add fringe by snipping the bottom of your tissue paper strips.

    • 3). Spread some glue onto the uncut side of the tissue paper. Use a paint or basting brush to help spread the glue on the tissue paper.

    • 4). Add the first strip of tissue paper to the bottom of the paper bag, making sure the strip is glued on and smooth. Add the next strip of tissue paper slightly above the first strip, allowing the fringed ends to slightly overlap. Create an alternating pattern by adding on each layer slightly off center from the one before it. Repeat until you reach the one inch space on the top. To make your pinata more unique, add other features like eyes or shapes. To create streamers, add long pieces of tissue paper at the bottom of the bag.

    • 5). Weave a thick piece of string, a spare shoelace or wool through the hole-punched holes and tie a fairly tight knot. Then, tie a loop in the center of the string. When it's time to play, use the loop in order to control the pinata.
