    • 1). Use a free online conversion service to convert the PDF file to a Word document. Several of these services are available free of charge, and all operate in the same manner. PDF to Word Converter at pdftoword.com, is used here, but others such as PDF to Word Online at pdfonline.com, and PDF to Word at freepdfconvert.com function in the same way.

    • 2). Click the "Browse" button in the first section of the conversion service Web page, which will open a separate window. Use the "Look in" menu to find the folder in which the PDF file is saved. Select the PDF file ,and click the "Open" button.

    • 3). Click the "Word" option in the "Output Format" in the second section of the conversion service Web page. Type the email address to which you want to converted Word document sent. Check the "Attach files to email" box, and click the "Convert Your File" button. The PDF file will arrive in the inbox of the email address you specified.

    • 4). Launch Word, and open the converted file. Make certain the "Developer" tab is showing in the ribbon. Select the "File" tab, then click "Options" and select "Customize Ribbon." Click the "Customize the Ribbon" menu, and select the "Main Tabs" option. Check the "Developer" option, and click the "OK" button.

    • 5). Click once in an area of the Word document that you want to make fillable. Click the "Developer," and locate the "Controls" group. Click the "Plain" or "Rich Text Content Control" option. Repeat this step for each type of control that you want to add to the Word document.
